1. What is the minimum age to join BKC?

We ask that all children are at least 7 years of age.

2. Can I bring younger siblings?

If younger siblings would like to lend their support, they must be accompanied and supervised by an adult.

3. What is the difference between a youth committee member and youth member?

Youth committee members serve on the committee as officers: President, Vice-President, Secretary, Treasurer and Historian. Anyone in grades 6th - 12th are eligible to serve as officers on the committee and are required to attend the scheduled meetings throughout the year.

Youth members must be at least 7 years of age and may participate in any special project or event planned and coordinated by the committee.

4. How long is each term and when does it start?

Each term of service shall commence at the start of each school year.

5. Are you limited to having 5 - 7 adults serve on the committee?

We welcome anyone who would like to participate in BKC. If we end up with more, we can certainly look into amending the committee charter.

6. When are the meetings?

BKC meetings will be held every other month, at the start of each school year in September (exact Wednesday date TBD). They will take place 7:00 PM at the Brambleton Corner Clubhouse.

1. Why does Brambleton conduct inspections?

As a planned community Brambleton has certain recorded covenants which require its owners to take certain actions to preserve the aesthetic nature and character of the community. These responsibilities can be found in The Declaration for Brambleton and in the Design Guidelines for Brambleton.

The Brambleton Community Association also has certain responsibilities outlined within these documents. One of those responsibilities is to enforce various covenants and responsibilities that are placed on the owners within the community. In our ongoing efforts to meet this obligation and to maintain Brambleton as one of the most architecturally pleasing and best-maintained communities in this area, exterior inspections of homes and lots is ongoing throughout the year.

2. What items are inspected?

Changes, improvements, or enhancements to the appearance of your lot or exterior of your home are inspected to ensure compliance with the Design Guidelines for Brambleton. Additionally, properties and improvements are inspected to ensure that they are maintained in good order and repaired in a neat and orderly condition.

3. Why can Association staff conduct an inspection of my property?

Authority for these inspections is found within the Declaration for Brambleton, Section 3.3. Easement for Upkeep.

(a) Association Access. The Declarant, on behalf of itself and its successors and assigns, hereby grants the right of access over and through any portion of the Property (excluding any improvement) to the Association, the managing agent and any other Persons authorized by the Board of Directors or the appropriate Covenants Committee, in the exercise and discharge of their respective powers and responsibilities, including without limitation to make inspections.

All inspections are performed by members of the Brambleton Community Association staff. Staff does not typically enter fenced yards or access decks during these inspections unless necessary to view conditions. In accordance with the Association’s enforcement policies, notice will be sent to provide time to correct items noted to be in violation of the Brambleton’s governing documents or policies. Please contact our Community Standards Department by email if you have questions regarding the inspection process or any other Covenants related matter.

4. When are inspections conducted?

Most inspections are conducted during the business day however; routine evening inspections are conducted for attention for vehicle related concerns and attention to the proper operation of carriage lights.

5. Why do I need to apply for improvements on my property?

As a planned community Brambleton has recorded covenants which require its owners to take certain actions to preserve the aesthetic nature and character of the community. One of these required actions is that owners must seek approval from the Covenants Committee prior to making exterior modifications.

6. What steps do I take if I want to make changes to the exterior of my home or property?

Most exterior changes or alterations to your home require review and approval by the Covenants Committee. The committee typically meets the second Monday of every month, at the Brambleton Community Association office, to review completed design review applications. You are welcome to attend but attendance is not required for your application to be reviewed.

To submit a proposed exterior modification to the Covenants Committee for review, an owner must complete the Design Review Application. This form is available on the Association’s website, in our office or in response to requests submitted by email.

Brambleton’s Design Guidelines contain specific information on a variety of exterior modifications and owners should familiarize themselves with the guidelines related to their proposed improvement before completing a design review application.

Completed applications may be submitted via email, by fax to 703-542-6266 or to the management office at 42395 Ryan Road, Suite 210, Brambleton 20148. A drop box is located outside of our lobby entrance for after-hours submissions and materials are retrieved each business morning.

7. Who reviews my application?

Brambleton’s Covenants Committee members are homeowners that have been appointed by the Board of Directors. The Committee members volunteer their time to meet once each month to review and render decisions on proposed exterior modifications.

8. What should be included with my design review application?

A complete application must include detailed information describing the proposed change (typically, plans and specifications including sketches, photos, catalog illustrations, etc. showing the nature, kind, shape, color, dimensions, and materials; and a copy of the survey / plat with the location marked). As the committee only meets once per month, please ensure your application is complete.

An application submitted without all required submissions will be considered incomplete. In such case, the Covenants Committees review period will not commence until all required submissions have been provided. Other exhibits may be requested to permit adequate evaluation of the proposed change.

9. When will my application be reviewed?

Covenants Committee meetings are held once each month. Their meeting schedule is published on the Association’s website and in our monthly e-newsletter. Any changes are shared on this website and on Brambleton Community Association’s Facebook page.

A decision letter will be mailed to your home address within a week informing you of the decision of your Design Review Application. Decision letters for applications that have been approved as submitted will be mailed via First Class U.S. Mail to the Brambleton address of the applicant. Decision letters for applications which have been approved with conditions or denied must be sent via Certified Return Receipt Mail so that the Association has proof of mailing. As a courtesy, a copy of the letter will also be sent via First Class U.S. Mail.

If you need the status of your application prior to receiving our letter, you may submit an email to inquire about your application status.

10. Do I have to attend a meeting?

Applicants are not required to attend the Covenants Committee meeting to have their application reviewed. The committee meeting is an open meeting of the Association and residents are welcome to attend.

For applications received three days prior to the scheduled meeting, staff will review the application and contact owners to request additional information to complete the application. For projects with major construction, unique or complex features, staff or the applicant may initiate a request for a review appointment with the Covenants Committee.

11. What if I want an expedited review or I want to submit my application on the day of a meeting?

In response to requests for expedited review, the committee members have agreed to perform an expedited review of applications outside of their regularly scheduled meetings if the following conditions are met:

• All 7 members must be available to review the application
• All 7 members must unanimously agree to approve the application
• Any member may opt to defer consideration to the next regularly scheduled meeting

The time-frame for response to a request for expedited review varies. The committee members will make every effort to provide a timely response however, as the committee members are volunteers, not employees of the Association, their availability outside of a meeting is not certain. Please be aware that not every request for expedited review can be honored. Applications which cannot be reviewed in an expedited manner will automatically be referred to the next regularly scheduled Covenants Committee meeting.

12. How long is the approved design review application valid?

Any resident obtaining approval from the Covenants Committee must begin construction or alterations within 6 months and substantially complete the work within 12 months after the date of approval; otherwise, the approval expires and will need to resubmit for approval.

5. How do I pay for my rental?

After your reservation has been accepted, you will receive an invoice via email. You may pay online using a credit card or pay at the HOA office with a check made to "BCA". To avoid cancellation of your reservation, payment must be made by due date stated on invoice.

6. What is included in the rental fee?

The Community Center has six large round tables that seat about 6-8 people at each, 30 folding chairs and 3 large rectangle tables. There is also a small kitchen with a refrigerator and microwave. Use of the media room is included with rental of the main level of the community center.

Beacon Crest Club room is supplied with a large table, chairs and mini fridge, and TV with Fios. The outdoor patio area has several tables with umbrellas, chairs, grill and fireplace.

Brambleton Corner Clubhouse has 16 - 60 inch round tables and 12 - 6ft, rectangle tables, and 160 stackable chairs. There is a caterer's prep kitchen with commercial appliances including refrigerator, freezer, ice maker, dishwasher, and microwave. This facility is outfitting with drop down projector screen, with Fios, Blue Ray DVD, and Bluetooth audio connections.

3. What is required to have a lender questionnaire completed?

Lender Questionnaires are now processed through www.homewisedocs.com. The cost for completion of a Standard Mortgage Questionnaire is $125.00. There is an additional $50 fee for completion of a Lender-Specific Mortgage Questionnaire.

The standard processing time for Questionnaires is five (5) business days. The following rush options are available at an additional cost:

Lender Questionnaire

1. Where do I go for Bram Life Passes and what items do I need to bring?

Bram Life Passes (pool passes) can be obtained at the Brambleton Community Association Management Office located in the Brambleton Town Center at 42395 Ryan Road, Suite 210. We are upstairs from the Welcome Center on the second floor.

Regular office hours are Monday through Friday, from 9 a.m. to 5 p.m. Eligible residents over the age of 18 will need to provide a photo ID and verification of their residency in Brambleton. In addition, if you are renting a property in Brambleton, a copy of your current lease and a letter of permission completed by your landlord is required. The lease and letter will need to be provided to our office each year for facility use.

All family members over the age of 2 must have a pass to use the pool. A photo will need to be taken and printed on a card. This card is good for as long as you live in Brambleton.

2. When are monthly assessments due and what are my payment options?

Monthly assessments are due the first of each month. There are several options to pay monthly assessments:

Important considerations: Checks must be made payable to “Brambleton Community Association”. Payments must reference the account number or include the payment coupon to ensure the payment is properly recorded.

Online Bill Pay

Owners may pay assessments using an online bill paying service from their personal banking institution. When establishing the service with the personal bank, use the lockbox address above as the payee address and reference your account number to ensure the payment is properly recorded.

Important considerations: There is a processing time of three business days for electronic payments. Financial institutions that do not work with partnered clearinghouses mail payment as a manual check and processing time may take longer than three business days.

Direct Debit

With this program, the owner authorizes FirstService Residential to withdraw the monthly recurring assessment amount from a designated checking or savings account. Owners can sign up for Direct Debit service online using the following link: www.clickpay.com/firstservice. Please note that management of the Direct-Debit program has transitioned to ClickPay effective March 20, 2017.

This change will not disrupt payments set up through our original Direct-Debit program, and no action will be required. Payments through the Direct-Debit program will continue to withdraw automatically and will be listed on owner bank statements as the community or association name. If you wish to manage or edit your payments made through the Direct-Debit program, please contact ClickPay with the owner account number found on your statement or coupon.

If corrections in the debit amount are necessary, it may involve an adjustment (credit or debit). These transactions will occur during the first week of each month the Assessment is due. There is a service charge per payment returned, for any reason. If two payments are returned within one year, the service will be stopped and owners will be responsible for making payments on balances due.

Cancellations are not automatically processed when a property is sold or transferred. Automatic Debit authorizations remain in effect until written notice of cancellation is processed by FirstService Residential.

ClickPay

This third-party payment service offers owners the ability to make one-time or recurring e-check or credit card payments from this link: www.ClickPay.com/FirstService. For help with your account or setting up payments online, please contact ClickPay at www.ClickPay.com/GetHelp, or call 1.888.354.0135 (option 1).

Important considerations: Account information is privately held between ClickPay and the property owner. Processing fees apply for all credit card payments, as well as for one-time e-checks. Recurring e-checks are processed at no charge. ClickPay payments typically take three business days to process. Expedited payment (one business day) can be requested for an additional charge.

Payment amounts are established by the owner and will NOT automatically adjust each year to the appropriate assessment amount; owners must access their account to adjust payment amounts.

***Assessment payments are NOT accepted at the Brambleton Community Association management office due to the fact they are processed as of the date of receipt at the bank or in the Accounting Department. Please note that cash cannot be accepted at the Brambleton Community Association management office or at FirstService Residential offices for payment of assessments.

3. How can I access my personal account to view my assessment history?

Lender Questionnaire

1. What is the guest pass policy and how do I use my guest passes?

Each household will receive ten complimentary guest visits for the pool season. These complimentary visits will be placed on a household account and will be tracked within the Bram Life Pass database; physical complimentary passes will not be issued. Residents must inform the entrance guard of the number of guests accompanying them upon entering the facility, at which point the guard will debit your household account. There will be a maximum of four guests admitted at any time per eligible user household. Additional single visit guest passes can be purchased at the guard station for $5.00 by check only. Multiple guest passes can be purchased at the Brambleton Management Office: 10 guest passes for $40.00. All guest passes are valid for that season only; no refunds for unused passes. Cash or checks are accepted at the Brambleton Management Office.

2. At what age can my child go by themselves to the pool?

At age 12 children may come to the pool by themselves. Please note also that children under 12 years of age must be accompanied by a responsible person at least sixteen 16 years of age or older while in the pool area.

3. Do I need to register for a Bram Life Pass?

Brambleton’s Bram Life Pass system and database allows for the creation of a “Pass for Life” issued to all single-family (attached and detached) and Residences condo owners and their families. If you are a single-family or Residences condo owner, have not changed your address since the end of the 2009 Swim Season, and currently have passes created in 2007 or later, you have a “Pass for Life” and do not need to register this year. Who needs to register for a Bram Life Pass this year? If you are new to Brambleton, do not have passes, did not register for a pass in 2007 or later, or are a single-family or Residences tenant named on a lease, you need to register for your passes this year. Passes created before the Bram Life Pass rebranding are still active and do not need to be updated unless your information has changed. There is a $5 per pass fee for residents who have lost, misplaced or discarded their valid passes. OWNER ID REQUIRED AT TIME OF REGISTRATION. Children who age up into a new age bracket (2-11, 12-15, 16 and over) will also need to have new passes made. If your household registered in 2007 or later, and are not tenants named on a lease, a new registration form will not be required for an updated pass to be issued.

4. Who is eligible to register for Bram Life Passes?

A. Eligible Members shall be any Owner(s) of record who is in Good Standing with the Association who resides in a single-family detached or attached Lot, within the Association (or their designated tenants) or any Owner(s) of record who resides in a Multifamily Lot or condominium unit who is entitled to use of the recreational facilities in accordance with Article 6, Section 6.2(a) (3) of the Declaration for Brambleton Community Association. 1.their spouses; 2.children under the age of twenty-three (23) who are living at home, attending school on a full-time basis or serving in the military; 3.any children, under the age of twenty-three (23), residing in the home of a parent on a part-time basis due to custodial arrangements, and 4.up to two additional adults who reside at the address and can show proof of residency. B. Lessee of Record (renters) of a home in Brambleton Community Association, as long as the lease is a minimum term of six (6) months, and their immediate family. C. The Board of Directors may suspend pool privileges in accordance with Article 12, Section 12.1 of the Declaration. D. Eligible Members who lease their unit may transfer their rights to use of the Recreational Facilities by notifying the Association, in writing, using the form attached as Exhibit A, of the names of those tenants living in the unit who are entitled to use the recreational facilities. A non-resident Member who leases his/her unit is not entitled to use of these pool facilities if this privilege has been transferred to the tenant. E. Guests under age 21 must be escorted by an eligible pool user with a valid facilities pass who is sixteen years of age or older. Guests will not be admitted to the pool without such escort. One guest age 21 and older may be admitted to the pool without an escort by displaying a valid Bram Life Pass (pool pass) and guest pass from an adult Member of the household. All guests must register with the pool manager prior to entering the pool. The conduct of guests is the responsibility of the escort or the pool user who has invited them to the pool. F. The Board of Directors may, from time to time, establish rules with respect to guest privileges, including the number of guests that may be admitted and fees, if any, for such guests. There will be a maximum of four guests admitted at any time per eligible user household.

5. Can I obtain a pass for my nanny, au pair, or babysitter?

A one-season Nanny Pass is available for purchase to those residents who wish to give their daycare provider access to the pool facilities for the purpose of bringing their children to the pool. Adequate proof of employment must be provided at the time of application for such a pass. The cost for the pass is $50. There is a limit of one pass per household. Homeowners may exchange the pass for another if the daycare provider changes during the summer. Cost of exchange is $5.00.

6. Why is proper pool attire required at the BCA pools?

Similarly to showering, wearing a proper and dedicated swimsuit or attire reduces the risk of bringing waterborne illnesses and contaminants into the pool. Cotton and some other materials can hold detergents, germs, and bacteria which can be released into the water. This can cause a swimmer to get ill and affect water chemistry and clarity.    

Cotton also:

• Tends to absorb water and pool chemicals, requiring the use of more disinfectant;
• Becomes heavier when wet which can weigh down swimmers;
• Becomes tight-fitting to the body which can increase the risk of underwater entrapment;
• Breaks down fibers in the water which can clog the filter system;
• Color-dyed cotton can release dyes into the water, causing poor water clarity and chemistry balance.

7. Can I bring food to the pool?

Yes, food and beverages will be permitted, however you may only eat in specified eating areas. The chewing of gum is not permitted in the pool area or pool buildings. No glass containers are allowed on the pool deck area. No alcohol is allowed at the pool during pool hours.

1. How long is the resale disclosure package valid for? When should an update be requested?

The Virginia statutes do not clearly define the validity period of a resale disclosure packet, but simply provide that it must be current as of the date noted on the packet itself.  A disclosure packet update may be requested by the seller, seller's agent, the purchaser, or the purchaser's agent within 12 months of the delivery of the initial packet. The fee for an update is $50. The Association recommends requesting an update if the packet is more than two months old as several documents contained within the packet will likely be updated. 

Requests for resale disclosure updates must be placed through HomeWiseDocs.com.

If the violations noted on the compliance inspection form are corrected and the seller wishes to have a one-time reinspection conducted and an updated compliance inspection form issued, a resale reinspection order must be placed through www.HomeWiseDocs.com. Resale Disclosure Packet orders are placed with www.HomeWiseDocs.com. Sign up is quick and easy and you can begin using the system immediately. 1. I’ve noticed some neighbors already putting their Christmas lights up in October. Isn’t there a rule against lights being up too long?

Brambleton's diverse cultural community celebrates holidays that may be unfamiliar to some residents. Some of our neighbors may choose to decorate their homes at this time for the holiday Diwali, also called "The Festival of Lights" and can also be called: Row of Lights and Deepavali. This holiday is observed by Hindus, Sikhs and Jains.

2. What is the proper way to dispose of my yard waste/debris?

Materials generated by normal yard and lawn care which includes leaves, grass trimmings, brush, wood chips, and shrub/tree trimmings. Yard waste shall not include roots, stumps, rocks, soil or sod. Brambleton Community Association offers weekly yard waste collection and recycling services from March through December. Yard waste will be collected on Tuesdays during these months if it is properly prepared for collection. Collection requirements include the following:

• All items must be placed curbside.
• Brush and limbs must be cut into 4-foot lengths and bundled (arm-full size) with rope or twine and should not exceed 50 pounds.
• Grass clippings, leaves, and twigs can be placed in a container you provide or in paper bags.
• Items such as roots, stumps, rocks, soil, or sod will not be collected.
• Christmas Trees will be removed in the first two weeks of January if they are in lengths shorter than 6 ft, free of all decorations, and not placed in tree bags.

3. I received a letter of non-compliance about my outside lights not working. Why did I get this letter and can you tell me how to fix it?

The Declaration for Brambleton requires that Lot owners ensure the operation of light fixtures designed to operate automatically. These fixtures may include carriage lights, garage lights and up lighting located in landscaped areas. BCA’s Covenants Team conducts proactive, quarterly inspections to ensure the proper operation of these fixtures.

If replacing the bulbs in the lamp does not render it operational, there may be a problem with the automatic sensor control (some needing replacement after 2 years or so), dirty or corroded light sockets, the breaker and/or the wiring. Because of the hazards of shock and electrical failure, please use caution when performing your own electrical maintenance or repairs. Consulting with your neighbors, builders’ warranty department, or a licensed electrician may be your best resource for resolution. Please note that if you need to replace a non-operational light fixture, please note that the use of a fixture that is not identical to that originally installed by the builder, requires a Design Review Application and approval by the Covenants Committee. Such applications should include the wattage, height of the fixture above ground, location on the property (shown on a plat map for the lot), and a description of the fixture(s) and/or a photograph or cut sheet from a catalogue.

1. How do I get involved with community events?

2. Where do I go for pool passes and what items do I need to bring?

Pool passes can be obtained at the Brambleton Community Association Management Office located in the Brambleton Town Center at 42395 Ryan Road, Suite 210. We are upstairs from the Welcome Center on the second floor.

Regular office hours are Monday through Friday, from 9:00 AM to 5:00 PM. Eligible residents over the age of 18 will need to provide a photo ID and verification of their residency in Brambleton. In addition, if you are renting a property in Brambleton, a copy of your current lease and a letter of permission completed by your landlord is required. The lease and letter will need to be provided to our office each year for facility use.

All family members over the age of 2 must have a pool pass to use the pool. A photo will need to be taken and printed on a card. This card is good for as long as you live in Brambleton.
